This event was introduced in Windows Server 2008 R2. It tells you when a new service (or driver) has been added to the computer.
It is possible to create services without this event appearing, by directly writing registry keys and files.
You may also see this event logged for a driver installation. Drivers don't have the Service Account field populated in the event description, and their Service Type is shown as "kernel mode driver".
