The driver for device \Device\Harddisk0\DR0 delayed non-paging Io requests for 15 ms to recover from a low memory condition.

This event appears when your computer is running low on physical memory, and is also getting a lot of I/O activity on disks with pagefiles present. The system halts I/O activity which is not-related to paging, so that pages in physical memory can be paged out to the pagefile - thereby freeing up physical memory.

If your disk is backed by a cache, verify that caching is enabled and that any cache module is functioning correctly.

If this is an application server, try disabling the LargeSystemCache registry key.

Ultimately, you'll want to determine where the demand for physical memory is coming from (do you need more physical memory?), and reduce the load on the disk devices with pagefiles on them. Please do keep at least a 2GB pagefile on your system drive, for debugging purposes.
